Car Alarms: 1998 Honda Accord LX, replacement remotes, manual honda

Question
I just bought a 98 Accord LX, and it has the factory alarm/keyless entry.  The dealer did not have the alarm remote, so I bought one off a '99 at the junkyard.  The remote lights when buttons are pressed, and my alarm works in passive mode, but, when I tried to program the new remote, it does not work.  One time, while cycling the ignition key (off/on/off), the radio turned on!  Could there be a wiring problem?  I tried to program it at least 10 times so far, following the directions in the alarm owners manual (Honda), but it's not working.  Thanks for  your help...
