Car Alarms: TDS alarm/kill switch?, alarmtek, starter wire

Just bought 96 Geo Metro. TDS stickers in the windows, but seller didn't mention alarm. No remote. Sat in driveway 2 weeks, when registered and insured it wouldn't start. Horn doesn't work (disconnected?)  I thought battery was dead-so I replaced it.  Still wont start.  I checked under dash for alarm button/toggle.  No sign of one.  Lights come on, radio works, but doesn't even try to turn over.

Repair the starter Have it removed and start fresh.
Repair the starter wire as shownn in the
picture.

Under the dash there is a starter wire in the ignition switch.
It is keeping you in place. This wire is RED/YELLOW.

Anyone with simple tools can do this correctly.
That will let you start without issue.
