Car Alarms: Ignition switch (not alcohol related), starter wire, flat key

Hello there,

My car was stolen out of my driveway here in CA. I got it back from the impound last night, only thing missing was the battery- and the flat key that looks like a computer chip that kills connect from battery to starter. It's an old car (94) and this "second key" system came with the car. My mechanic at the time suggested we disable/disengage this system, as the "key" that goes into the slot down by my left knee was getting worn down, rusty looking. He didnt have time, and so we decided to just leave it in and not use it.
Honestly, I forgot that I had this system in the car. Until now. I got a new battery, and was able to get power to roll up windows- at least- but, clearly, she won't turn over. Not without the flat "chip" thing, the one that THE THIEVES STOLE. Ugh. I wanna throw up.
Is there a way I can get around this? Or only a locksmith can help me? It's been 300 bucks already in impound fees just to get car towed back to my driveway. Now I'm at a loss. I can't spend another 400 just to find out that the car isn't going to start regardless of chip key.
Sorry, I do not know what the system is. It is- in theory- reminiscent of old Chapman locks, but instead of pushing in a barrel and having the round key it's a black plastic "key" with a circuit board of sorts that slid into a slot, same as where the chapmans were on my old monzas. I can still open my hood (to discover missing batt!) so, I don't think this "system" had hood lock on it.
OK, sorry, clearly I am a neophyte. If you have any info as to what I should do: ie go to a bidy shop, call a locksmith, etc. Or can I just find someone to disengage it? Is it too late for all that now that key is gone?

Ok, make it easy on yourself.
Cut out the sucker and be done with it.

Locate the wires in the ignition harness
that it was installed on.

Repair and tape off the power (red normally)
and locate the starter wire. It will be the
one there that 2 of the "coke bottle" wires
are attached to. Cut them off. leaving
some for a yellow butt connector to
repair the starter wire and that's that.

Then 86 the key device.
