Car Alarms: car alarm, car alarm installation, fcc id

Question
I have a 1998 Grand Marquis with an after market alarm system that has the name 'Commander' on the remote and the fcc id of JT3KT6B. I bought this car used from a family member and the business that installed the alarm is out of business.
Two days ago the alarm started going through it's alarm sequence in a vary low tone, you could hardly hear it. I replaced the car battery and as I attached the positive terminal to the battery the alarm went off. I attempted to turn it off with the remote but was unsuccessful. Every attempt I made to turn off the alarm failed. I even replaced the battery in the remote and it still didn't work.
I looked for the cut-off/valet button but couldn't find it. I looked everywhere under the dash but again was unsuccessful. I even called another alarm installer and followed his suggestions as to where this button could be but could not find it.
The car is now un-driveable because the alarm is activated and the only way to turn it off is to disconnect the battery. I would appreciate any help of suggestions you have. My next step is to have the car towed to an alarm installation business and have them diagnose it which will be an expensive proposition.
