Car Alarms: RKE for 2000 Mazda 626 wont program, car alarm systems, 2000 mazda 626

Question
I recently bought a used 2000 Mazda 626.  It only had one chip key and no remote.  I ordered a remote which I tried to program with the car.  The instructions came with the RKE.  The car acted like it was in programming mode, giving all the beeps at the correct times.  After talking to the company I exchanged the remote.  They tested it before sending but I have the same problem with this one.  What can be causing this problem?
