Car Alarms: 2000 VW Beetle Car Alarm Keeps going off, resident technicians, car horn

My 2000 VW Beetle car alarm keeps going off. It is an in factory alarm. Lights flash and the horn honks for about 2 minutes. This happens when you get in the car and turn it on or even when you stop the car and someone goes to get out or sometimes when you park and turn the car off and get out. It is very random and nothing stops it. If there isn't a way to fix it I wouldn't mind just cutting the wire to the car horn
