Car Alarms: Reset factory alarm/engine lockout, alarmtek, car horn

My 1998 Navigator.  I put a new battery in and the alarm went off.  Now the lights come on, panel, but it won't even turnover.  No engine contact.  No radio come on.  Lights bright, all work...HELP PLEASE.  Prior to this the starter worked fine, totally.

Describe the alarm "going off".
Siren and parking lights flashing or
is it car horn honking and head light
flashing?

On OEM/FACTORY ALARM disabling, I
do not share this info for eee due to
my restrictions here.
If it's an aftermaket alarm,
I may be able to assist for free here.

Just need to know which.
