Car Alarms: Disable alarm system on 1993 Plymouth Voyager, plymouth voyager, resident technicians

My dad has a 1993 voyager with a factory alarm system.  It has a red light/button and a green light/button on the dash under the radio.  When the red button is pressed, the alarm is set and the only way to turn it off (according to him) is with the key fob.  The key fob quit working and he is concerned his vehicle will be disabled if the red button is inadvertently pressed.
How can we completely disable the alarm?

Is there a way to turn off the alarm if it is accidentally armed and if so , how do we do it?
