Car Alarms: Car wont get power, resident technicians, security system

Question
My car won't receive power at all and I think it has something to do with the security system. There is a red wire hanging free from a panel labeled "Pro-tec Vehicle Protection System" I have some pics here:

That one shows are bigger area under my hood while this one shows what exactly I'm looking at.

The red wire comes out of the panel and you can see the open end in the picture that is not connected to something it's supposed to be connected to. Any help would be much appreciated.

Please restate this question in my installers forum at
www.installsupport.com and see if
my resident technicians there can assist
with this project. I don't know anything
on the system, so my advice here is check
with someone who knows more.
