Car Alarms: new key fob wont program, remote transmitters, alarmtek

my elderly neibor has a rattler 300 installed in her car with keyless entery and starter disable, key fob went bad she bought a new one as specified it is a 471T, problem going through the fob learn procedure listed on theback of the new fob package it says turn key to run position press valet switch # of times for chanel to be used within 15 sec. then after alarm chirps press and hold valet switch until you hear 1 chirp then whyl holding valet switch press button on fob to be used.first of all she dont have the siren she only has it for the keyless entry and starter disable I am only able to bypass the system with the valet switch. any other ideas on how to program the new fob? your help would be greatfull. thank you C.Moss
