Car Alarms: 1990 Park Avenue VATS Malfunction?, resident technicians, japanese systems

Here's my problem.  NO start no crank.  removed started and tested fine.  Then installed starter turned key to run position and crossed main power at starter and solenoid car cranks and runs long as starter is running.  I assumed there was a problem with the VATS system so I cut the big orange wire under the dash that houses the two smaller wires.  I measured the resistance on the key and made a resistor with the same value.  I installed the resistor on the car side of the harness with no change. still no start no crank.  The schematic shows a relay in this circuit but not the location.  If you could help I would appreciate it haven't many hairs left to pull out.  Thanks
