Car Alarms: car second remote does not work, fcc id, transmitter programming

I bought used Honda Accord 2000 which has after market car alarm. The problem is that second remote can not open car doors. It lights up but does not do anything on car. First remote works fine. I went to a repair center and he said that your second remote is coded differently than first remote. He also mentioned that sometimes car alarm automatically recognizes remote transmitter. How can I make use of second remote? Is there a way to reset the second remote trasmitter so that car alarm recognizes it. FCC ID is J5523518T1.
