Just purchased a new keyless entry remote for a dealership for my 1998 toyota rav4, with instructions. Just can't find the valet switch to turn on/off? The owners manual doesn's specify where it's located. I've looked all under the dash???? help!!!!

If you just had the system installed then the shop that installed it for you should have told you where the switch is when you picked up the vehicle.

Take a look under the driver's dash and see if you can locate the brain of the system.  Once you find the brain trace back all of the wires that run out from it and one should reveal the location of the switch.
