The likely scenario if it used to save its settings correctly is that the constant power wire going to the radio has lost its signal, so the deck works OK when you turn the car on, but loses everything when you turn it off.

Check fuses and wiring.  It's also possible that the deck has finally just given up its ability to hold information -- it is 23 years old after all. ;)
