In lay terms, can you tell me the pros/cons of a: 383 stroker"?

Yes in lay terms, and the short answers.

A 383 Stroker will have gobs of torque and horsepower, and use a bucket full of gas in a very short time.

The rest depends upon choices of camshafts, compression ratio, and how much one spends on lightening the internals like rods and pistons.

Such a motor can be easily built to produce 6-700 horsepower for racing or a fairly easy to handle 450 horsepower for street use.  

Keep in mind though that the gas bill is going to be a beauty.
