Auto Racing: making my ford faster, best bet, thousand dollars

im about to buy a 95 probe and need it to be fast but not expensive. Any help

  Fast and cheap don't usually go well together...especially in a small displacement motor like the ones in Probes.  I would say your best bet would be to try and find a motor from one of the older turbo Probes and work with that.  On the car you're looking at, it would be hard to get it much quicker for less than a few thousand dollars.  You could make small modifications for cheap, but it won't be enough to make it noticeably faster.  Hope this helps.
