NASCAR Racing: NASCAR RULES, team nascar, nascar rules

Question
NASCAR HAS SO MANY RULES FOR THE WAY THE CAR IS BUILT. WHY DOESN'T NASCAR  MAKE THERE OWN CAR AND SELL IT TO THE DRIVERS? ALSO MAKE ALL THE CARS PIT STOP FOR THE SAME TIME LIKE 15 SECONDS. THIS WILL MAKE IT A TRUE AND FAIR RACE FOR THE DRIVERS. THIS WAY NASCAR WOULD FORGO THE BIG EXPENSE OF ALL THOSE INSPECTORS.BACK IN THE PITS THERE WOUND BE NO TOOLS SO THE CREW COULD NOT ALTER THE CAR. THERE WOULD BE ONLY TIRES AND GAS IN THE PIT.

Answer
Eliminating all of those elements remives a lot of the competition. The kind of racing you would want to see is essentially IROC (International Race Of Champions). Pit crews practice thier skills to give them an advantage, engineers figure out the best way to build an engine to give thier team an advantage, crew chiefs ecide on adjustments, etc. It is all part of a team, NASCAR is not soley about the driver. It really is a team effort. Removing all those elements would be like asking the NFL to just let the quartrbacks see who can throw the farthest, the most accurate, it just isn't right.
