WHAT DECIDES WHICH PAINT DECOR/BODY ON THE CARS FOR EACH RACE?

Owners/sponsors/drivers choice. There is no set paint "schedule". Paint jobs are decided between the sponsors and owners mainly. Paint jobs could be changed weekly if they wanted to, but most are painted with the sponsors "colors" for every race. Charlotte, being the "home track" for most teams, most often gets the special paint jobs for one race.

If you're referring to Jr. this week in a black car...that was in honor of his fathers birthday this week, getting "Intimidator Black & Silver".

Besides, special paint jobs mean more die cast cars to sell to collectors.
