BMW Repair: misfire, bmw 316i, scan tool

i have a bmw 316i 1999 and when i am starting the car it misfires and then runs fine was told its the starter motor? agree or ?

No it is not the starter!The starters job is to do just that start the car,actually turn the motor over.Being a 1999 if you have a scan tool put on diagnosis would be much easier.This is assuming the basics have been looked at plugs/wires,fuel pressure.So to answer your question I don't agree.
