GMC Repair: Passenger Electrical Problem, gmc sierra, door locks

I have an 04 GMC Sierra 2500.  When the passenger door is open the door locks are inoperable - only on the passenger side.  If the passenger door is closed both the FOB and door panel buttons work.  Niether work with the door open.  Driver door has no impact.

I'm going to do a bit more checking on this problem.
I looked through the owners manual AND the service manual and see no reason why. Are ALL the locks inop from ALL doors? Or arwe just the locks inop from the passenger door switch.
Do you have ANY other issues with the lock system?
