GMC Repair: location of fuse box, fuse blocks, fuse box

My wife has a 1997 Buick regal and her cigarret lighter is not working she uses it to recharge her cell phone. I have tested the wireing to the plug and it is not getting power I feel the fuse is blown but I can't find the fuse box please help.

The fuse is in one of the 2 or 3 fuse blocks, I would tell you exactly which one but I don't remember and the GM server is down so I can't access the service manual.

1. under the hood on the passenger side near the battery.
2. behind the plastic panel on the end of the drivers side dash.
3. behind the plastic panel on the end of the passengers side dash.

I really think it is under the hood though.
