GMC Repair: left rear turn signal, left turn signal, jumper wire

Question
I have a 1998 GMC 1500. The left turn signal flashes extermly fast like when a bulb goes out. Both front bulbs are flashing, but the rear one is not. I replaced the rear bulb, but the problem still exists. I also replaced the board in the taillight that houses the three bulbs. Still no luck. The left brake light also fails to work. The hazard light on the left rear does not work either. The right side and the lights up front work fine. The windshield wipers only work sometimes. They are not working right know. When you turn them on you can hear a buzzing noise, but the wipers don't move. I dont Know if the problems are related are not.

Answer
The wipers are a well known problem of which is most likely a GROUND problem of the wiper motor itself.

Take a jumper wire and attach it to a GOOD ground source on the engine and attach the other end to any METAL surface of the wiper motor and see if your problem is resolved and let me know.

I don't have an electrical schematic for the 98 GMC, But the first thing I would look for is the BLACK GROUND WIRE that is attached to the frame of the vehicle usually near the rear of the vehicle. Other than that it would require some test procedures and access to the vehicle.

Has there been ANY WORK of ANYKIND done on the vehicle prior to this problem ?.
