what kind of amp with what kind of spefications can i use to power 2 kicker l7 15' subs

From a technical point of view the kickers are good speaker systems and they will power from almost any good amplifier of a few watts to a couple hundred watts.

Most important thing is to match the impedances and place the kickers properly in the vehicle.
