I have rrewired the whole system so i know it is not the wiring.  One thing i noticed about the fluttering was that it only happens when i have the radio on.  When i have the playstation on it sounds fine.  Even a audio cd.  Only when i have the radio on and the bass hits the speakers start to flutter.

Hello again, and thank you for clarifying things.
I was referring more to the charging system, not the wiring.
I must mention that the ground of the antenna in use might be inadequate [even though you did it all correctly], but now that you have been more specific in the problem at hand :)

The most likely reason for the distortion through the radio is poor FM reception (and remember that FM [even when it is at its' best] is no where near the quality of Playstation CD's or audio cd's).
The fact that FM does NOT go below 50hz is also a factor when considering woofer and subwoofer performance for the FM radio band.
The fact that CD's play 'fine' substantiates this analysis.

You have obviously found the weakest link of your (and many peoples) systems' sources. Without spending money trying to strengthen/control the FM reception, your options at this point are to play cd's only, or turn the volume down when listening to the radio.

If you want to try and deal with boosting antenna power to (perhaps) avoid some of this problem, seek a local shop for assistance in getting a variable level FM booster
(about 20.00 USD + installation).
Just remember that no matter what you 'do' to FM, you will never receive a range of more than 50hz-15khz by law.
