Audio Systems: dead car stereo, line resistor, panasonic cq


Question
I have a Panasonic CQ-DP22 In-Dash CD Player that worked in my boat last year but when I got the boat out this year it was dead. No lights nothing.
I took it out and hooked it up to my 12v power supply that I have for testing and troubleshooting. Checked the fuse and the in line resistor both good. I have 12v on the pcb where the connector mounts on the board. I don't have any voltage on the inputs to the voltage regulators I believe there was an 2 8v regs and 2 5v regs.  It has a nec 017708 micro (not tested). I have cleaned the connetor to the face plate. I have visually inspected the pcb for cracks and cold solder joints found none. I do not have a schematic but have an Electronic engineering degree and fixing stuff is a hobby for me now.
I am suspecting the micro but is there a way of testing it? I do have a pin out for it.
Any direction in trouble shooting this would be great.

if it has a doublesided circuit board, you probably have feed through problems, among other things. you probably also have surface mounted fuses and other protection devices. any time mounting car audio systems in boats certain moistureproofing devices must be used. (sealed housings, sealing faceplates, etc) best procedure is removing unit after each use.
