Audi Repair: VW cam bearing-missing, oil hole, gas delivery

I,m not asking about an Audi but there seem to be few experts on this site and Audi is related?? to VW so here goes:
I just opened the top end of a 1989 Golf. It's a one-owner and has never been worked on. The camshaft is supposed to sit on 5 journals, but one is completely milling. Number 4 journal is an empty space with oil pumping oit of the through-hole that carries oil to the camshaft journal. nThe mounting holes were never even drilled in the head- but the oil hole IS!
Have you ever seen anything like this before?

I took this apart to examine a collapsed lifter. Have you had any luck cleaning thewse or is replacement the only way to go?

I'm trying to see if this car is worth fixing. It runs smoothly with a loud lifter tick. It has other issues: Intermittent low hot oil pressure and loses gas delivery after being driven for acouple of hours- will start after several hour wait.

Is it worth to fix it- it's hard to say. ( for me NO NO)
I newer saw 89 VW , so I do not know how the head look like - sorry..
If you going fix the lifter , just replace it. I don't think there is a way to clean it up.
