Have replaced the  thermostat. Heater hoses both are hot. Is this a control switch problem?

All this is operated by vacuum, vent control doors and what we always referred to as a dole valve (heater control valve.
If you have both heater hoses hot, the heater control valve is not the issue. It sounds like there is a mode door under the dash not functioning properly.
What is needed is a hand held vacuum pump to be applied to the mode doors to see if you can get heat. If the problem is a pinched or problematic vacuum line, it will need to be replaced. If the problem is a stuck or binding mode door or in the vacuum canisters going to them, they have to be addressed.
