Ok when I'm in over drive it flutters so I did a complete tune up fuel filter and it's still doing it..wen I purchased the car it did none of this I talked to the previous owner he says he put on a new fuel pump.oh yeah when we put on the fuel filter the gas looked creamy and when I drove it the other day when I went to crank up it would but wouldn't stay running till I gave it gas...HELP!!!!!!

Unfortunately, it is impossible to diagnose drivability over the Internet and not being at the vehicle. One mans description of fluttering ma mean something to someone else.
There are too many components to a computerized fuel injected vehicle that can cause the same symptoms and yet require different repairs.

The only thing I can tell you is to take the vehicle to a reputable service center so that they can diagnose the problem and replace the correct parts the first time. Stay away from a dealer because they do not any longer have the appropriate reference material in most cases on a 20 year + vehicle and they will replace pars on a guess for as long as your wallet will allow, without making the problem go away.

I would like to assist you and I am very knowledgeable on Cadillacs, but there are just some things that simply cannot be repaired over the internet.
As for the white residue at the fuel filler, I have no clue as to what that means. Sugar? Who knows?
Why was the fuel pump replaced by the previous owner? Did it burn up from running the tank dry? Did someone dump sugar or some other substance in the tank? The fuel pump is located inside the fuel tank.
You could have a fuel delivery issue or an electronic issue from the computer or it's sensors. Diagnostic equipment has to be connected to the vehicle to pinpoint your engine running problem.
I just don't want to see you wasting anymore time and money on guessing and replacing perfectly good components.
