Answer
Hello fellow Texan,

You have one of the very common inherent issues Cadillac comes with and it is a problem I remember dating all the way back to at least 1982.

I am not sure what set up is in your car, but I will give both wonderful scenarios and are not cheap to fix, however I will tell you a way to at least have high and off which is obviously better than what you have.

On some the fan is controlled by a resistor module that is located on top of the plenum under the hood on the passenger side near the firewall with one power wire leading to the blower motor. If you can purchase one, they are about $300 and will fail again. Very, very common.

The other style is the vehicle's BCM (computer# that will need to be changed.

What many did is just bypass this all together by getting the heaviest #amperage)single throw toggle switch available at a parts store. If you decide to go that route, you will not have variable speeds and just high and off and cost you less than $40 to do it yourself.

Get a roll of 12 gauge wire, a package of yellow butt connectors, scotch locks with the ability of routing an additional wire (yellow#, a cheap test light, an in line fuse holder, a 20 amp fuse that will fit in the fuse holder, a roll of good electrical tape, wire stripper and crimper#cheap one# You will also need some piano wire which you can buy at Wal mart by the picture frame department or hardware.A can of spray silicone.

Remove the black plastic panel under the dash, under the steering column. You may have to remove the panel under the passenger side dash as well. You are looking for a connector with a grommet that leads into the firewall. You cannot go through the bulkhead on on far left #driver's side# where a bolt in the center holds the steering column wiring, where wires run into the engine area. You need to look for wires with a grommet going through the fire wall. Once you find a connector with a grommet, take the piano wire and run it throw without piercing the existing wires. It won't be easy, but it will work. Once the piano wire is through, cut the other end inside the car giving yourself a foot of wire or more. Strip one end of your roll of wire. Bend the piano wire around it. Flip the wire over the bend. Tape both ends tightly with no more than 2 tight wraps of tape. So you are taping over the wire and over the piano wire.. You might want someone in the passenger compartment to assist you. Spray the wiring with silicone and try to pull your wire through. You may find you have to go back and forth quite a few times, but it will go through. If the grommet pops through, you can reinstall later.. Once through, cut and strip the wire. Strip fuse holder wires. Install butt connectors bot ends. Depending on where you went through the fire wall, give yourself enough wire to go to heater blower. Remove power connector at heater blower. Cut. Strip the heater blower wire end and with but connectors, hook to your new wire. Take your tape and tightly wrap across both wires holding the butt connectors together.Install your fuse and close the hood.

Now go to the wires #yellow under the steering column and use test light and find ignition power. If you turn ignition off, the wire will be dead.  Cut about a foot off your wire in the passenger compartment.Use a scotch lock with the ability to run another wire without having to cut the ignition wire. Pliers or a channel locks will squeeze this connector closed. install your connector to the foot long wire and push on to scotch lock. Tape tightly. Install this wire to one side of the toggle. Take the rest of your wire (cut to length and install on other side of toggle. Drill a hole in hush panel, the black panel you removed under driver's dash and install toggle. Turn ignition on, blower should come on high and if you flip the other way off. Reinstall underdash panels.

Your battery will never go dead from the blower again because it is on switched power.
