I already changed my flasher on my 94 Cadillac fleetwood and my signal lights still don't work what could be the problem??

Could be a variety of things. First, did you change the correct flasher? I could be mistaken because GM jumps back and forth so much having one flasher for the turn signals and another for the 4 ways and other times they run one flasher that performs both. Unless it says dual on the flasher, you have two. This may be addressed in your owner's manual as to their location.
If the replaced flasher is making noise with the 4 ways on, you changed the wrong flasher which is quite common.
are the lights coming on, on either side? Commonly, but not always, a bad flasher will have the lights stay on steady, instead of not operating at all.

You could have a bad turn signal switch, a blown fuse and more, but first, you need to look in the owners manual in the area of relays and fuses and see if it shows where the flashers are located. Then get back to me.
