Cadillac Repair: heater / ac blower fan, volt ohm meter, blower fan

Question
When turned on the heater fan goes on and off but does not stay on. My question is could this be a fuse or the unit going out. I believe the fan is under the glove box. I have a 1995 Cadillac concours

This is either a problem with the :

blower fan.

A/C-Heater programmer.
