Cadillac Repair: 96 Seville AC problems, blower fan, e mail

My ac doesn't come out the front vents just floor and defrost vents at windshield. the arm keeps trying to move on the black box under dash which i assume is the ac or heater box location with blower fan inside?

Also the ac seems to shut of or click and then click back on is this normal?
