Cadillac Repair: 1998 catara, stereo controls, theft recovery

I just bought my catara and discovered that my horn and stereo controls on the steering wheel doesn't work.  My air bag light is on too. Can you help me?

Just a wild guess, but was this car a theft recovery? Someone may have replaced the steering column without connecting the additional wiring.

Have the cover shielding the bottom of the dash under the steering column removed and check for loose wiring.
