Cadillac Repair: 93 Eldorado RPM Fluctuates, horse hockey, traction control

QUESTION: Everybody... I need a Little help.. hear me out and let me know what you think.. I have a 93 Eldorado with a 4.6 Northstar.. When I sit at idle my rpm will be anywhere around 800 to 2000 rpm. Sometimes it will be nice and stay at that 800 but doesn't want to.. Dash lights, A C compressor off, very low refrigerant, and traction control disabled.. another thing. My vehicle cannot have a diagnostic ran because it says vehicle not registered.. Thanks so much if you can help.

1. Turn ignition switch to the ON position. Do NOT start the engine.

2. Simultaneously push and hold the off and warmer (^) buttons on the climate control panel for 3 seconds and release them.

Tell me EVERYTHING that displays on the FUEL DATA DISPLAY.

QUESTION: Wow things I never knew haha... OK so check this out... I did the command thing threw the climate control and the info pops up in the middle and says: No PCM codes, No IPC codes, Code A048 History, No SIR code, Code T033 Current, No S030 History, Code So36 History, Code S044 History, Code S061 History, PCM and then a question mark.. Thats what she says. By the way thank you so much for helping me out... Let me know..

The FIRST thing we need to do is CLEAR (erase) ALL of the codes and see which ones return.

Most likely the T033 will return after you drive the vehicle after clearing the codes and this we will need to fix.

Your problem sounds like a problem with the IDLE SPEED CONTROL MOTOR (ISC).
