Cadillac Repair: 94 Deville no heat no climate control display, volt ohm meter, wiring harnesses

The climate control cluster is dead - no buttons work. It doesn't read anything except for dashes. I thought the cluster was no good so I changed the whole instrument cluster from a salvage yard and it did the same. I took it to a diagnostic place and was told the heater programmer was bad. I changed it and the car is still doing the same thing. I need help and it's getting expensive playing the guessing game.

Are the dashes in the fuel display or where ?.
