Cadillac Repair: 2 Cadillac issues. Need help with...., fibre optic cable, fuse box

Hi,
I have the following that I just bought Used! Please note that I DO NOT have the "Owner's Manual" for this car.
**1986 Cadillac Deville Sedan

1) The (under the engine hood) Light does not work. I tried replacing the light to no avail. Please tell me what may be wrong here? If it is the fuse, would't the fuse control other electronic features? I wouldn't think that there would be (one fuse) for this lamp! Also....since I do not have the owners manual, can you please tell me (what fuse it would be)? I do know were the fuse box is!
2)On the same car, in the front. The Driver's side Parking Light. For some reason, from under the car, I can have access to the outer light but do not see anywhere the inside light! I don't even see a wire going into that area! Now from the fron, the plastic shield has two screws attaching it. I took the both out but was unable to get the plastic cover out! Didn't want to break it.
Basically, for this light to be changes, please tell em the best way to gain access to it so I can change the bulb.

(1) Did you try trurning ON the head lights or parking lights to see if the engine compartment lamp illuminates ?.

(2) There is ONLY ONE BULB in the turn signal lamp assembly. the inside light is just a fibre optic cable that insets into a small hole in the lamp lens at snends the illumination to the top of the fender light aray.
