Cadillac Repair: 94 sts key stuck and wont start, small screws, electrical portion

I have two major problems with my 94 sts. I was driving fine the other day when it started acting like it was running out of gas surging at idle and upon pressing on the accelerator it would die or drop in rpm. When i was almost home it just completely died. I got code P020 Current at the time, since then its gone away. Car will turn over crank and crank but not start. I pulled a plug after excessive cranking and it was dry. Now all at the same time my friggen key is stuck in my ignition now it will not turn back to let it out. Do you think both of these are hand in hand? Or my luck my ignition stuck AND my fuel pump went ? Ive read about the grounds comming loose for the fuel pump. maybe theft system is holding my key and disableing fuel? I also tried swtiching the fuel relay under the hood with the horn one and still nothing.
Most importantly i need the key out then go from there. I cant find a FSM online anywhere. Thanks man seriously if you get this.

Either the lock cylinder in the steering column has come apart internally OR the electrical portion of the ignition switch way down on top of the steering column under the dash has come apart internally.

Remove the under dash big black plastic panels and locate the electrical portion of the ignition switch which has many wires connected to it and remove the small screws that holds it to the steering column and see if you can now turn the ignition cylinder.

If NOT, You will have to dissassemble the steering column and replace the lock cylinder.
