I have a Cadillac sts and the parking brake is stuck down.  Its all the way down I cant pull it manually or it wont move when I put it in drive or reverse.  I really don't know what to do.

Just below the bottom of the dash by the drivers door there is a little black manual release lever that you can pull to release the brake pedal. There may be a big plastic panel that is attached onto the bottom of the dash on the drivers side which is only to hide the wires. There are a couple of 7mm screws along the bottom edge of the dash that you can remove so you can physically see this little black release handle.
