Cadillac Repair: 84 sedan deville fuel pump/tank, pressure release valve, pump tank

I recently started working on my 84 caddy that has sat for at least 5 years.  I have tried to start it but I am clearly not getting any fuel to the throttle body.  I did  the fuel pump test, trying to hear it, I don't hear a thing, how loud would it be?  I also not that when I press the fuel pressure release valve on the fuel rail and nothing happens so I am guessing the pump is bad.  what do you think?

if you look near the big black brake booster that is behind your brakes master cylinder, You will see taped to the electrical harness a LIGHT BLUE wire that usually has a green plastic connector or may be a different color connector that is attached to nothing.

This is the factory fuel pump prime wire that goes directly to the fuel pump.

Using a 10 amp fused wire from the POSITIVE side of the battery apply battery voltage to this LIGHT BLUE wire and if the fuse does not blow, Go and listen for the fuel pump running all the time in the fuel tank. If you hear nothing, Replace the fuel pump.

Also when the engine is running this LIGHT BLUE wire will have battery voltage at the wire at all times as long as the engine is running.
