Cadillac Repair: instrument panel digital dash cluster, cadillac eldorado, fuse panel

I have a 1991 Cadillac Eldorado Touring coupe. My digital cluster will not come on at all. When switch is on, my panel is not working either. All my signal lights and head ligts are working properly but can only be seen on external part of car. I am not able to read my odometer. The light in my climate control panel is not working either. Can you tell me what the problem may be. I checked the fuses. They are goood.If there is a relay, can you tell me where it is located on the car. Thanks, Robert

OK, Did you check for battery voltage on both sides of the CPS fuse #5 (15) amp in the fuse panel on the passengers side of the vehicle in the fuse box ?.

With the ignition switch ON, Check the CRUISE fuse #8 (3 amp) in the same fuse box.

If both fuses are good:

You will need simple electrical schematics, Test procedures and picture locations of the components within the system that is causing you problems of which can't be done on this website which only allows one picture.
