Cadillac Repair: speed limited to 90, 1998 cadillac sts, cadillac sts

Hello,
I have a 1998 Cadillac STS Seville.The screen says" speed limited to 90",and of course when I get to 90 the car slows itself down.I was told that it could be my break modulator,or my suspension system needs to be serviced(my screen also says that),could one of these things be the problem?

Any time there is a suspension notice the car is limited to 90 MPH'S.
