Cadillac Repair: 97 Seville Electrical problem, seville sls, plastic gears

My 97 Seville SLS 97k has an electrical problem. After turning the ignition on, the cluster illuminates momentarily and then goes off completely, the engine will start, but the key has to be turned hard all the way over. With the engine running, the a/c & radio controls do not illuminate or work, the a/c will run but cannot be turned off, NO instruments work,electric windows do not work and there is a screeching noise through the speakers sometimes when turning the ignition ..........please help !!

Sounds like you have a binding of the plastic gears in the steering column, a faulty ignition key lock cylinder or a faulty ignition switch on the base of the steering column under the dash.
