Cadillac Repair: 98 deville AC fan stops and starts, air conditioner blower, outlet vents

Question
QUESTION: Air-conditioning problems on the 1998 Cadillac Deville.

Frequently the air conditioner blower comes on normally
and then stops approx. 30 seconds after starting the car.

It remains off from 1 to 3 minutes and then comes back on automatically.

Occasionally, the blower will stop a second time for brief period of time before coming back on.

I tried turning the air-conditioner off and on, nothing!.
Tried changing fan speed, nothing!

It seems some times by stopping the car and turning the ignition off
and waiting a moment and then restarting the car fixes the problem

The compressor is running, because with a forward motion of the
car, cool rammed air can be felt from the air conditioner duct.

There has been another a long-time problem, not necessarily related to this issue
that the only way to get heat is to turn the temperature level to maximum
but who needs heat in Florida.  I'm not trying to fix this problem,
but I'm not sure if it might relate to the main problem.
