Cadillac Repair: Check engine light out, ground circuits, dashboard lights

I have a 99 catera that was having problems for the past couple of years which caused the check engine light to stay lit.  It eventually stopped coming on altogether( the trunk open, airbag, and dashboard lights will not come on anymore either.  I took the instrument panel off and changed the bulb for the check engine light and it still won't come on.  Car will not pass emissions without the check engine light functional.  Any suggestions?

Sounds like a very hard to see crack in the plastic overlay. You can test this circuit with an OHM meter and also check the ground circuits as well as all the other circuits which is not that hard to do with the correct information.
