Cadillac Repair: 1999 Cadillac El Dorado, cadillac el dorado, cable connections

My son has a 1999 Cadillac El Dorado with 65,000 miles that when the weather starting getting cold, would start sporadically.  There is no noise at all when you try to turn the car on.  It doesn't turnover but the other electric stuff works. We thought it needed a battery so we got a new battery, but the problem continued.  However we are able to jump start the car.  One mechanic couldn't figure it out, but said the connections looked good, and the starter looked good.  Now another mechanic is saying we need a new starter.  Help!

I might say the starter except that you say that it doesn't even make a sound when trying to start it. Generally speaking, those cars are known to have problems with batteries, cable connections (both at the battery and engine, body, and chassis ground points). I'd probably check the starter draw and if it's excessive, replace the starter. If not, I'd REALLY go over the cable connections.
