96 STS Northstar 4.6L - Heat/Defrost/AC Blower Not Working Properly

My blower fan is all of a sudden not working properly.  It seems to be erratic.  Most days the blower will not come on at all and then after I drive the car for an hour or so it will come on some times.  The rear passenger seat heat and blower work fine.  I also just remembered that the A/C blower was doing the same thing this last summer...phantom not working for an hour or so and then finally coming on.  Any ideas?

(My skill level is intermediate...have done a lot of car mechanics, but am kind of new to all of this computerized stuff.  Can figure it out if I have an idea of what part(s) I need to replace and have a schematic!)

Check the RED wire at the blower motor for battery voltage. If you have battery voltage the most common fault is either the blower motor, Heater & AC programmer (ACM) or the instrument panel cluster. What you need is pictures and directives of which pictures are NOT allowed on this persons website.
