Cadillac Repair: 91 Cadillac Sedan Deville, check engine oil, chassis grounds

The lights on the dash keep blinking on and off. I mean the speedometer, heater lights, radio lights, fuel, check engine,oil,etc. When it does this the windshield wipers will not work and then days later they may come on. I have not been able to recognize any certain code.  HELP!

There probably never will be a code. The cause is most likely a bad ground and/or a bad harness connection.
First thing I always check in a situation like this is the battery cable connections and body and chassis grounds. Check the ground connection on the body and chassis near the battery, and where they connect to the engine. Then come inside the car and check the major harness connections under the dash, and finally the grounds inside the car (mainly under the dash)
