I need to replace the ignition cylinder on my 1989 eldorado with telescoping steering wheel.I've taken off the steering wheel cover to see that there is a plate over the steering wheel nut. what do I do next.

This requires a special tool to compress the black metal plate so you can pick out the "O"mring from the groov in the shaft. Try some local auto part stores and tell them you need the steering wheel lock plate remover/installer for a tilt and telescopic steering wheel. As there is one tool for a non-tilt telescopic and a different one for tilt and telescopic.
