Cadillac Repair: 1995 Eldorado / Service ride control, electronic level, would like your opinion

Would like your opinion on this problem of service ride control light. Need to know if I am going to pay big bucks for new struts or maybe a simple fix such as a sensor, etc. Dealer  quoted me 1400.00 just for the front set, so I would assume that the rears would be about the same. Am a twenty year old college student with limited funds. I followed some your instructions to other folks, and ran them on my car following your instructions. The only numbers that came back up were SO38 current, what can you tell me about this?

P.S. Are there after market struts that I can buy if so needed?

S038 = Electronic Level Control Exhaust valve has a short to ground or an open circuit. In other words the struts are NOT getting any air to them.
