Cadillac Repair: 88 deville turn signals, turn signal flasher, turn signals

hi my questions is this. i have a 88 Deville coupe all my lights work properly except the turn signals the only way for them to flash is to manually hit the turn signal arm on the steering column i checked all the lights in the turn signals and they are all good? i was hoping that you can help me out here as my inspection is due within 3 months and i really could use your expertise.

The turn signal flasher is located up under the dash along side of the steering column. You must remove the black plastic under panel from under the dash to locate it. It is on a small bracket all by itself. use a flashlight and stand on yopur head to locate it. It is in a tough spot to see.
